As a result of #4, some of the stories listed will not be in the DS9 category come Awards time because, for example, they're really a TNG story that just includes some DS9 characters. Why reposts and drafts? Because I see this as a tool for DS9 readers as well as archivists and awards people. It's a newsbrief, of sorts. How often does a story get posted? Only once. I don't list every part. I usually list the first part only. Exceptions: serials, such as "A New Moon," will be listed when new parts get posted.
